  Universal trash pickup

If a county vehicle (garbage truck) drives by your home, you are automatically on that route and you WILL subscribe to trash pickup and be in the system.
Paid for through property owner's taxes

  May reduce litter in `aina by including more households in automatic trash pickup

  Lynn will submit recommendation from task force for Administration and County Council to consider implementation

Recommendation was passed around 4/5/06 for task force members to sign.

  How long is the delay for subdivisions waiting for a route to be added (for roads not already dedicated to county)?

Such as Ohia, several others, applied over a year ago

  Should be soon after subdivision is dedicated

  HR 4118 Environmental Court

Having an Environmental Court would improve uniformity of rulings, since now they're handled by a variety of courts. Bill is bogged down and we don't expect it to go anywhere.

  HB 1995 Increase mandatory penalties for littering

  Education - laptops and DVDs to schools

Visitor's bureau is producing DVDs and Craig's company has purchased 3 laptops, hope others in visitor's industry will get involved and purchase an additional 7 to reach the 10 requested.
CDs contain Keep America Beautiful curricula and materials - generic (not Maui-specific or Hawaii-specific)

  Kids can influence parents and siblings

  How can we reach out more to schools and involve Maui's first lady Ann Arakawa?

  Keep Americal Beautiful campaigns in schools (from our youth) seem to have died out

  CWD wants to reach out more to schools again

  Incorporate into English and math components of curriculum

  Listen to Tita, no Littah -or- Tita says, "No littah!"

pidgin style... please envision the local character 'Tita' played by Kathy Collins saying this on the radio:

"Eh, di is Tita an you not gonna believe wat happen to me!
I got one fone call askin me to be the anti-litter spokesperson.
And I say, who me... Tita?ΚΚΚ... what I know bout littah?
But den I start to think bout all the opala on the roads, and da
junk cars, and da mattress down in da parkin lot... and Maui didn
use to be like dat..."ΚΚ
This would seguey into a Tita style call to action... we all gotta pitch in
to make a change, etc.
And end with "Listen to Tita, don't Littah"

Since Kathy's Tita seems like the perfect person to engage a wide section
of the community we gave her a call and she said she'd be honored to become
our anti-litter spokesperson. She is willing to work on a series of short scripts
that address the topics and provide positive alternatives to dumping.

The slogan "Listen to Tita, don't Littah (or Litter)" could be used with her
picture on the roadside signs perhaps.

Kathy could get creative with variations, could deliver a series of messages

  Develop Tita as a character for the kids to relate to - visual representation

Kathy Collins may not be able to accompany Mrs. Arakawa every time

  Have kids develop slogans too; maybe have a contest

  A tow truck was seen dumping a car off Peahi Rd.

Capt. Hirata followed up; supposedly driver had an emergency & had to suddenly go to Hana so left towed vehicle and went back and picked it up 24 hours later.
Capt. Hirata's been doing surveillance on weekends.
MPD is strict with tow companies - will take them off rotation list (not use them) if they do illegal dumping
Rules about this are made known to companies on call list

  Would such a crime be prosecuted?

  Prosecutor's office would investigate and see if case could likely be won

Need sufficient evidence, witnesses, etc.

  MPD requests callers leave a name when they call administrative # to report dumping

Better chance for follow-up and prosecution with named witnesses vs. anonymous

  Amend MPD rules about tow trucks to eliminate a driver, convicted of dumping, from call list for a set period of time

  Have committee draft a recommendation to send to MPD

  Publish clear newspaper report of precisely what citizens should do if they witness illegal dumping

There are only 4 dispatchers for the whole county so please don't call 911 even if it's an active event.

  What is the process once someone reports dumping?

  MPD officer will take your statement, then...

...do more investigation if possible and submit report for himself or other officer to follow up.
If just for removal, it will be stickered
Else if for prosecution, photos will be taken for evidence

  What about Crimestoppers reports?

  There are two well-documented cases of tow-truck drivers allegedly dumping vehicles

The Peahi Road case, and one that Mrs. Arakawa told that a citizen reported to her: a couple witnessed a tow truck leaving a car in a field and called police; police came & blocked them in, driver said no, he was picking the car up; police let him go and filed a report; what happened with that?

  Can we get a report on dumping or littering cases referred?

  Yes, MPD (Molly) will get a report on dumping and littering cases referred by MPD for prosecution in last several years

  Currently processing about 200 cases per month (of reported abandoned vehicles)
